Arthur Napier Burghardt is a retired African-American actor from New York City who is known for playing Jack Scott from One Life to Live and voicing Devastator from The Transformers, Destro, Stalker and Iceberg from G.I. Joe, Venom from the Treyarch game Ultimate Spider-Man and Pete Cat from various Disney games.
